Weatherization Assistance Program (WAP)

The Weatherization Assistance Program (WAP) helps low-income families reduce their energy costs by improving the energy efficiency of their homes.

The program is funded by the U.S. Department of Energy (DOE) and administered locally by agencies like Clarksville-Montgomery County Community Action Agency. Improvements are made using the latest technologies and testing procedures available in the housing industry.

How to Apply

Complete the Application

It will takes about 20 minutes. You’ll need to provide proof of income from the past year and answer a few questions about your household

If approved, you may be placed on a waiting list. Renters must get landlord permission before work starts

What Happens After Approval?

Once approved, your home will undergo a professional energy audit to determine the most effective improvements.

The Energy Audit Includes:

  • A review of your past energy bills

  • A blower-door test to check for air leaks

  • A health and safety inspection of energy equipment

After the audit, a weatherization specialist will walk you through:

  • The proposed energy-saving improvements

  • What to expect from the work crews

  • Any questions you may have

Note: WAP covers energy-related improvements only. It does not include major repairs like roofing or siding.

What Kind of Work Is Done?

 Below are the lists:

  • Insulation upgrades

  • Air sealing

  • Furnace or water heater repair or replacement

  • Ventilation improvements

  • Safety checks on all energy-related systems

Average cost of improvements: Up to $8,497 per home
Work is usually completed in 1–2 days

A final inspection ensures everything is safe, complete, and working as intended.
