It is the general purpose of CMCCAA to identify problems of
poverty and to seek the elimination of conditions of poverty as
they affect people in the communities of Clarksville and
Montgomery County, Tennessee.
It shall further be the general purpose and functions of the
CMCCAA to utilize and mobilize the resources of the
community to implement programs that are designed to alleviate
the effects of poverty in the Clarksville-Montgomery County
area.
The previous mentioned general purpose and function shall be
accomplished by the following specific purpose and functions:
* To serve as a non-profit agency in the
Clarksville-Montgomery County area for the solicitation of and
contracting for available funds, and act as a local area fiscal
agent for the utilization and application of federal funds and
other governmental and voluntary funds made available, either
through subcontracting with local community committees or
other appropriate operating
* To foster action planning for specific community service
programs and plan with local government and other public,
private, and voluntary agencies or groups for the mobilization of
required financial and other resources to participate in federal
funds which may be available for such programs and for
strengthening basic services.
* To stimulate and initiate programs for providing or
improving services, assistance and encouraging activities to
provide the maximum amount of community participation in an
effort to develop employment, economic, and educational
opportunities.
* To develop community residents awareness in and enlist
their help in dealing with the problem of poverty.
* To document, analyze and collect data relative to the causes
and conditions of poverty.
* To establish a mechanism for referring clients to agencies of
appropriate responsibility in the identified problem areas.
* To develop a rapport with appropriate agencies in order that
such agencies will respond effectively in the stricke community..
* To exercise any and all general corporate powers, expressly
or implied, granted by the laws of the State of Tennessee
to non-profit corporations in furthering any or all of the above
general and specific purposes and functions.
